On September 30th 1998 the Dutch Government implemented an integration law for newcomers to the Netherlands. (Wet Inburgering Nieuwkomers – WIN). Under the law, every newcomer is obliged to apply for an integration inquiry which determines if (s)he has to participate in the integration program; even Dutch nationals born outside the Netherlands, such as Antilleans. However, persons who master the Dutch language sufficiently can apply for exemption from the integration inquiry and be permanently exempted from the integration program. You can prove this by handing in a certified copy of your High School-diploma.
In addition you must show that you got a sufficient grade for the subject Dutch by handing in a certified copy of your grades.
